Yes, having two hoses in the back of the machine does deem it a 'suds saver' model. It sounds like you might have one of those models. A lot of the older Kenmores before the mid 1980's were 'suds' models with two drain hoses. Unfortunately Kenmore didn't make any models I know of having a switch to turn off the 'suds' feature and send all the water out one hose for both draining periods during wash and rinse. The best thing to do is put the other hose in the same sink if you have one or install a 'y' fitting on the standpipe and place one hose on each side. You can get a replacement drain hose and swap out the 'suds' hose so both ends are the same length.
If you want to use this machine as a 'suds' model, you will need to either get a dual basin wash sink (one side for each hose) or a standard wash sink (for suds) and a standpipe for the other hose. I do know on the machine itself before the 'Normal - 14' cycle (sometimes before the 'prewash' cycle was a cycle named 'suds' which pumped in the saved water from the long spouted drain hose and agitated it at the same time. You needed to unstop the drain in the sink to let the suds drain out for good. One of the Maytag models from the 1970's had a 'drain suds' button you could press and both loads of water would be pumped out through the same hose the rinse water was ejected from. I have used both brands of washers and still have one which does this 'suds' function.

The type of washer will not experience a suds lock like other washers will. It is likely that this washer will not drain because the drive motor is not running. The drain pump is coupled to the drive motor in this type of washer. Your likely problem is a wiring failure or drive motor failure.
